well, it's really just simple stuff: time lord science is just stuff that's bigger on the inside, and the technology is simple to: you just think what you want the device to do and it will do it. real simple just point and think.

Nothing. I make them from scrap at my work, and don't feel right charging for it.

The hard part is finding it, as other people like to scam it for their own stuff; but, none of theirs is as 'Important' as MY stuff is! :D

Not at all. All it would cost, is shipping. I'll have to weigh it, but I think it's around 16 ounces or so.

I've made SO many of these damn things for people; one day maybe I'll hit the BBC up for a license! :D

What method of payment are you thinking of here? Given it's weight - an estimate would be around a bag of flower - so shiping wouldnt cost too much, if you are within the Uk, it would also be cheeper. Sorry I go on but it's the sort of things that I like to clear up. A licence is but the first step, though you could go into the professtional propmaking buisness, deacent replicas sell fo quite a bit.
